Our vision for the future

A unique environment offering high-spec retirement living apartments and villas, Assisted Living apartments, a Residential Aged Care Home and upgraded Ex-Service Accommodation - apartments, units and townhouses. This is an important development for Frankston South and will provide additional much-needed housing and accommodation for the military veteran community and for the over 65s.

Important Update: Planning Permission Received

4 April 2026

Vasey RSL Care is very pleased to share the news that the Victorian Department of Transport and Planning (DTP) has now issued the Planning Permit for the redevelopment of our Frankston South site.

This is a wonderful milestone for the organisation and will deliver more homes for veterans and their families, and for the broader community in Frankston South.

Many people are drawn to the lifestyle characteristics of the Mornington Peninsula, and this development in an attractive location in Frankston South will offer quality homes for those retirees looking for a friendly community where they can stay involved. The variety of accommodation and services will enable residents to stay healthy and retain independence, knowing more support is available if needed down the track. New landscaping and gardens, retained mature trees, a walking track, village hub, coffee shop and on-site services will make this an appealing proposition.

 

 

 

 

 

With the issuing of the Permit, we will now be refining and finalising the design with our design and planning partners, consultants and specialists according to our original planned timeline.

There is a lot of work to be done and we will continue to communicate regularly with our community and all those interested in this development.

This is a very exciting time for Vasey RSL Care and we are thrilled to now have the go ahead to progress this contemporary and inclusive development, a major part of our Strategic Plan for the veteran community and for all Australians.

State-of-the art Residential Aged Care

A new Residential Aged Care Home is an important part of the integrated development.

It will provide rooms for 80 residents and will have underground parking for visitors and staff.

 

 

 

Accommodation for veterans and their families

Vasey RSL Care has a strong tradition of supporting veterans and their families with around 300 affordable accommodation units and apartments in metropolitan Melbourne and regional locations.

This will add further to our options available to this community with:

  • Apartments – each apartment has a balcony and underground car parking; all are serviced by lifts
  • Villas – existing villas will be refurbished and updated

Short-term accommodation for veterans and their families

New town-houses will provide short-term accommodation for veterans and their families during transitions in their lives. These have space for families with children and include undercover parking.

High-spec Apartments and Villas for retirees

Responding to what our community has told us, we are providing a range of retirement living options, including one- and two-bedroom apartments and single-storey villas.

These are spacious and well-appointed and will be available for sale to the over-55 community.

Frankston South Development - Key Information

Who will benefit from this development?

There are two main groups who will benefit:

1. The local community

The development will create a vibrant retirement living community for people aged 65 and over. It will provide high-quality homes and shared spaces designed for modern living, allowing people from the local area to downsize while remaining connected to the neighbourhood they know and value.

Residents will enjoy access to landscaped gardens, walking tracks, social spaces and health-focused amenities that support an active and connected lifestyle. The redevelopment will also enhance the area by replacing ageing buildings with contemporary architecture set within beautifully landscaped surroundings

2. Veterans and their families

Vasey RSL Care has a proud tradition of supporting those who have served in the Australian Defence Force and allied forces.

The development will continue this legacy by providing dedicated rental accommodation for veterans and their families, including some affordable rental options designed to support those who have served our country.

More broadly, the development contributes to increasing housing supply in the area by providing new homes for downsizers, which in turn helps free up existing housing for others entering the market.

What exactly is planned for the site?

Currently the site includes a Residential Aged Care Home for 120 residents and 83 rental units for veterans and their immediate families.

Once complete, the development will provide:

Retirement Living and Community Facilities

  • 237 retirement living apartments
  • 20 retirement villas
  • Community facilities including a café, milk bar, health hub, village green, walking tracks, rooftop gardens and landscaped open spaces
  • Retention of many mature trees and significant landscaping improvements

Aged Care and Assisted Living

  • A new residential aged care home for 80 residents
  • 52 assisted living apartments linked to the aged care home, offering an additional level of support for people who require assistance while maintaining greater independence

Veteran Rental Accommodation

  • Renovated and new rental accommodation for veterans and their families
  • An increase in units from 83 to 105
  • Some affordable rental options for veterans and their families

While the veteran rental accommodation will be dedicated to the veteran community, all other living options will be open to the broader community.

Why is redevelopment necessary?

Much of the existing accommodation at the Frankston South site was built many decades ago and no longer meets modern expectations for housing, accessibility and care.

Redevelopment will allow the site to be renewed with contemporary buildings designed to meet current standards for retirement living, aged care and community facilities. This includes improved accessibility, better living environments, modern amenities and more sustainable buildings.

The project also responds to the changing needs of our community. People are living longer and increasingly looking for housing options that allow them to remain independent while having access to support services if needed.

By redeveloping the site, Vasey RSL Care will be able to:

  • Replace ageing buildings with modern, purpose-designed homes
  • Provide a broader range of housing and care options within one community
  • Continue supporting veterans and their families with appropriate accommodation
  • Increase housing supply through retirement living options for the wider community

The redevelopment ensures the Frankston South site can continue serving both the veteran and broader community for many decades to come.

Why is this site appropriate for redevelopment?

The Frankston South site has a long history of providing accommodation and care services to the community.

For many decades it has been home to residential aged care and accommodation for veterans and their families. The proposed redevelopment continues this established purpose while renewing the site to meet modern standards and future community needs.

The site is particularly well suited to this redevelopment because:

  • It has an established history of providing housing and care services
  • It is located on a major road with good access to local services, transport and amenities
  • The site is large enough to allow buildings to be thoughtfully positioned within landscaped surroundings while maintaining appropriate setbacks and open space
  • The Frankston–Mornington Peninsula region has one of the largest veteran populations in Victoria, making it an important location for accommodation and support services for veterans and their families
  • Redeveloping established sites such as this is an important way of responding to housing demand while making responsible use of land that is already serviced and used for residential purposes

As part of the planning process, Vasey RSL Care has shared information about the proposal through a community information session and through updates on our website.

The redevelopment represents the natural renewal of an established community site, ensuring it can continue providing housing, care and support services for both the veteran community and the broader community into the future.

How will the development affect neighbouring properties?

We recognise that developments of this scale can raise questions for neighbouring residents, and careful planning has been undertaken to minimise impacts.

The development has been designed with several measures to reduce visual and amenity impacts, including:

  • Taller buildings positioned closer to the main road and towards the centre of the site
  • Use of the natural topography of the land to reduce the perceived height of buildings near boundaries
  • Generous building setbacks to minimise overlooking
  • Extensive landscaping and tree retention to provide screening along boundaries

The highest building within the development will be six storeys, with lower buildings positioned closer to surrounding residential areas.

Importantly, the redevelopment will significantly improve the site by replacing older accommodation with contemporary buildings designed to sit within attractive landscaped gardens, contributing positively to the character and quality of the area.

Neighbouring residents will be kept informed of key stages of construction as the project progresses.

How are concerns about additional traffic accessing the site being addressed?

The site already generates traffic through the existing aged care home, ex-service accommodation, staff, visitors and service providers.

Traffic assessments indicate that retirement living communities typically generate lower peak-hour traffic compared with many other residential developments.

Research shows that:

  • Retirement village occupancy averages between 1.2 and 1.4 people per dwelling
  • Many couples reduce to a single vehicle when moving into retirement living
  • Residents typically travel outside peak commuting hours

These factors mean retirement living communities generally have minimal impact on peak traffic periods.

During construction, all vehicles will operate under approved traffic management plans to ensure safety and minimise disruption to the surrounding area.

Will there be another public information session?

Vasey RSL Care held a public information session to share details of the proposed development with the local community and detailed information about the project is available on our website and through the Department of Transport and Planning as part of the formal planning process (see below).

At this stage, we do not have additional information sessions planned.

The proposal is currently progressing through the statutory planning assessment process managed by the Department of Transport and Planning. As part of this process, the Department considers planning requirements, technical assessments and any formal submissions received.

As the project progresses and further updates become available, we will continue to share information through our website and email updates so the community remains informed.
